Tax amnesty is a new one-time initiative launched by the City of Green Income Tax Division that allows taxpayers a chance to pay any delinquent/back income taxes without penalties and interest. This opportunity to “catch up” on your taxes includes both taxes due on returns that have not yet been filed as well as taxes due on tax returns previously filed but not yet paid. Please note: If you need help with completing your return, free Green tax return preparation and/or assistance is available at our office during the posted office hours. Appointments are highly recommended due to the ongoing pandemic.
The City of Green’s tax amnesty program is available November 2, 2020 through January 29, 2021.
Those taxpayers and businesses that have not yet paid the full tax amount due on their Green income taxes qualify for tax amnesty. This includes accounts referred for legal action as well as accounts collected by the Ohio Attorney General’s Office.
All resident individuals and partial year residents, 18 years of age or older, must file a City of Green tax return, even if no income is earned or no tax is due.
Non-resident individuals who receive compensation for work done or services performed within the City of Green whose employer has not withheld City of Green income tax must file a tax return. Also, non-residents who own property or conduct business in Green must file, even if no tax is due.
Resident and non-resident businesses, contractors, and subcontractors located or doing business in the City of Green, even if no tax is due.

To this end, individuals and businesses that wish to take advantage of tax amnesty must calculate how much is owed for back taxes by preparing the appropriate returns or by referring to the appropriate City of Green tax bill. Please keep in mind that, when filing, a tax return is not considered “complete” until our office receives all of the proper paperwork.
In order to properly and accurately process your tax return for any given year, copies of the following documents must be submitted to our office:
For part-year residents, copies of additional documentation in the form of state tax returns, leases, or rental agreements substantiating move-in or move-out dates, pay stubs establishing income made while a resident of Green, and/or other city municipal tax returns may be necessary to complete your return.
Tax amnesty is a one-time opportunity for businesses and individuals who owe City of Green taxes to file delinquent tax returns and pay those back taxes without penalties and interest.
The City of Green Income Tax Division will be increasing its efforts to thoroughly identify noncompliant taxpayers. After the income tax amnesty period has ended, any taxpayers who did not file and/or pay the proper city income tax will be prosecuted to the fullest extent of the City of Green Income Tax Ordinance and be held responsible for all penalties and interest levied against any outstanding tax balance(s).

The office is open 8:00am until 4:00pm, Monday through Friday. The office will be closed on all federal holidays and the day after Thanksgiving.
The City of Green offers payment plans utilizing a service called ACH (Automated ClearingHouse) Electronic Funds Transfer. With ACH, payments will be deducted directly from a checking or savings account on the 1st of each month. Please note that payment plans are an option for those accounts that are current. If you wish to take advantage of the payment plan option, you must first file City of Green tax returns for each tax year that is delinquent. Tax amnesty will be offered on payment plans as follows:
Missing a payment will result in the payment plan being cancelled and the full penalties, interest and late filing fee will be applied to the tax due.
Green’s tax rate is 2%.
Residents receive 100% credit, up to Green’s 2% tax rate, for taxes paid to other cities.
