The Zoning Division is responsible for administration and enforcement of the Zoning Code in addition to enforcement of various other sections of the Code, for the purpose of promoting the public health, safety, comfort, and welfare of the residents of Green; and to protect the property rights of all individuals by assuring the compatibility of uses and practices.

Land and structures in Green may not be occupied or used; and structures may not be erected, constructed, enlarged, moved or structurally altered, except in conformity with all of the Zoning Code regulations.

All commercial, industrial, and multi-family projects, as well as signs mounted in the ground, require
review and approval by the Planning Commission prior to issuance of a zoning certificate.

Zoning History
The first Green Zoning Code was enacted by the Township Trustees in 1958, and has been revised periodically through the years, including a major revision in 1989. The code was enacted to protect property rights of all individuals, assure the compatibility of uses and practices.

What's a Structure?
Anything constructed or erected with a fixed location on the ground or attached to something having a fixed location on the ground, including buildings, walls, advertising signs, billboards, roadside stands, fences, pools, decks, and tents.

Permits are required for: new house or garage construction, exterior additions or alterations including but not limited to: storage buildings, sheds, decks, and pools. While a permit is not required for installation of fencing, there are regulations regarding placement and height.

Permit Process

The permit process in Green changed in Fall 2003. Zoning Certificate applications are accepted in advance, and applicants are contacted when the zoning certificate has been approved and processed - normally within 48 hours.
 
Green Zoning now measures setbacks when the project area has been staked - before the footer is dug. An approval sticker will be affixed to the Green Zoning Certificate Card on the project site.

The Summit County building inspector will not inspect a new project until the setbacks have been approved by Green Zoning.

Mowing Ordinance
City code requires residents to maintain the grass/weeds on their property at a height less than 12 inches.  Contact Green Zoning with questions - or to report a violation.

Inoperable/Unlicensed Vehicles
Green Zoning has a new policy regarding vehicles found to be in violation of the zoning code. After a reasonable notification period, the city will initiate removal of the vehicle from the property, at the expense of the property owner.

FREE towing!  
Jeffrey's Towing and Millers Towing have agreed to tow junk vehicles for residents at no cost to them. If you have an inoperable vehicle that you just don't have any use for anymore - give one of these companies a call. The vehicle owner will need to provide them with the vehicle title at the time it is towed. Board of Zoning Appeals
If an individual feels that s/he is being denied the use of their property due to zoning regulations, or interpretations thereof, procedures exist that would allow him to pursue the issue further. S/he could request a variance or request rezoning of the property, as applicable.

Any person who is affected by any decision of the zoning division staff  has a right to file an appeal through the five-member Board of Zoning Appeals. The Board will schedule a public hearing within thirty days, and allow the property owner and abutting property owners the opportunity to be heard, prior to making a decision.

Summit County Department of Building Standards

Summit County contractually performs building department services for the City of Green.
