Design Review Board/Planning & Zoning Commission
The first step in developing a site plan within the City of Green is to contact the Planning Department. Taking a few minutes to schedule a meeting or discuss your project over the phone with one of the Planning staff will ensure that your plans and ideas are within the scope of the Long Range Land Use Plan and generally fall within the guidelines of the land development codes. The Planning staff will also be happy to guide you through each step you must take to receive proper review of your proposed project.

Site plans (commercial, industrial, recreational projects, freestanding signs, and multi-family dwelling units) are all projects that are reviewed both by the Design Review Board and the Planning & Zoning Commission. An appropriate number of plans and drawings as well as the preliminary application and fee must be submitted prior to placement on the appropriate agenda. (2007 Meeting and Deadline Calendar) A final application and fee must also be submitted before the Design Review Board hearing date. Once a project has been reviewed by the Design Review Board, revised plans are submitted for review and approval by the Planning & Zoning Commission.

Signage Review
Freestanding identification signs in the City of Green are reviewed by the Design Review Board and the Planning & Zoning Commission and must fall within the parameters of the sign regulations, (City of Green Codified Ordinances Chapter 1292). Applicants requesting permission to erect freestanding identification signage must submit a preliminary sign application and fee as well as drawings of the proposed sign plan to the Planning Department. A final sign application, fee, and additional sets of plans must be submitted prior to the Design Review Board hearing date.

Subdivision Review

Major Subdivision
A preliminary plan (overall plan) for a Major Subdivision is reviewed by the Planning & Zoning Commission. In order to be considered for preliminary approval, an applicant must submit a preliminary plan application, fee, and appropriate number of plans. Preliminary plan approvals are valid for one year, after which applicants must apply for a Preliminary Plan Renewal. Each phase of a proposed subdivision must also be reviewed by the Planning & Zoning Commission. A final plat application, fee, and plans are submitted to the Planning Department for placement on the Planning & Zoning Commission agenda. Final plats are recommended either favorably or unfavorably to the City Council for final approval.

Minor Subdivision
A map and legal description for a Minor Subdivision (see Codified Ordinance Chapter 1242.03 "Subdivision, minor") must be prepared by a professional surveyor and submitted to the Planning Department and the Zoning Division for their review and approval. Once the plat of survey has been executed by both the Zoning Division and the Planning Department, applicants are responsible for recording the Minor Subdivision with the Summit County Fiscal Office. A copy of the recorded deed is then submitted to the Planning Department for their files. Fees are assessed per legal description. (Discuss Minor Subdivision Review Procedure with the Planning Department). Minor Subdivisions generally include lot splits, lot consolidations, and boundary line adjustments. Any proposed Minor Subdivision which does not meet code requirements must be reviewed by the Planning & Zoning Commission and/or Board of Zoning Appeals for the issuance of the appropriate variance(s) prior to final execution by the City.

Planned Development
Applicants seeking to develop residential communities which utilize alternative designs to standard subdivisions may request to establish a Planned Development District. The City currently has four (4) such districts available to developers. The procedure for the establishment of a Planned Development District is provided in Codified Ordinance Section 1270.10 of the Planning & Zoning Code. At the time of rezoning, a general plan for the development of the land shall be submitted for review by the Planning & Zoning Commission. General plans must meet the specific requirements contained in the code. Upon consideration, the Planning & Zoning Commission makes a recommendation to City Council for the general plan and rezoning request. If approved by City Council, a detailed final development plan must be developed and submitted for review by the Planning & Zoning Commission, with confirmation by City Council. The final development plan shall be in accordance with the approved general plan and is considered according to the procedures specified in Codified Ordinance Section 1298.04. The rezoning of the land does not become effective until City Council confirms the plan.

Property Rezoning

Applicants wishing to rezone property (see Codified Ordinance Chapter 1264) within the City of Green may begin this process by scheduling an appointment with the Director of Planning. While such a visit is not mandatory, information and guidance as to whether or not the proposed rezoning falls within the scope of the Long Range Land Use Plan may prove to be both helpful and time saving. To apply for Planning & Zoning Commission review, applicants must submit a Rezoning Application, fee, and legal description of the area proposed for rezoning. Once the Planning & Zoning Commission has reviewed this rezoning request, it is then forwarded to City Council with either a favorable or unfavorable recommendation for their consideration.
