Council Rules & Procedures

City Council
Green City Council is comprised of seven members: one elected from each of the four wards and three elected at-large from the whole city. These council members constitute the legislative body of the city. They authorize the appropriation of funding, construction of public improvements, and legislation required for the preservation of public peace, health, welfare, and safety. Council members may serve two successive four year terms.

City Council Meetings

All regular meetings of City Council are held at 7:00 p.m. in the Green Administration Building, 1900 Steese Road, on the second and fourth Tuesday of each month. Contact the Council Clerk’s office with questions or for meeting information at 330-896-6604.


All Council Meetings and Council Committee meetings are aired on Time Warner Cable Channel 16. Please check Channel 16 or contact the Clerk of Council’s office for times that the meetings will air.

Council Committee Meetings begin at 5:00 p.m. on the second and fourth Tuesdays, immediately prior to the Council meeting. A committee chair may schedule a meeting at any other time as necessary. For special meeting times, call the Clerk of Council’s Office at 330-896-6604.

Jim is serving his second term as Ward 1 Councilperson. He has been a resident of Green for more than a decade. Jim is a graduate of Green High School and a student at Kent State University. In addition to representing the residents of Ward One he also serves as the Executive Director of the Ohio Young Democrats. Jim is the Chair of the Finance Committee, vice chair of the Parks Committee and also serves as a member of the Transportation, Connectivity and Storm Water Committee.

After being the first council member to term limit out, Dave is back in Ward 2. Dave enjoys being involved in City Council and is anxious to put his experience and leadership to work once again for residents of Green. Dave is a 46 year resident of Green and is a firefighter/paramedic for the City of Cuyahoga Falls. He is married to wife, Gail, and has two children, Jeff and Kelly. On Council, Dave serves as the Chair of the Transportation, Connectivity, and Storm Water Committee and Vice Chairs the Public Safety Committee. He also serves on the Finance Committee.

Serving her first four-year term as Councilperson for Ward 3, Susan grew up in Green and is a graduate of Green High School. She is married with three children and is a graduate of the University of California, Irvine. Susan has a Bachelor of Arts in Art History and a Graduate Teaching Credential in Elementary Education. Susan received her Master's degree in Library and Information Science at Kent State University in August of 2007. Susan taught Special Education in Green Local Schools for three years and served on the City of Green's Historic Preservation Commission for two years. Susan is the chair of the Rules and Personnel Committee, vice chair of the Transportation, Connectivity and Storm Water Committee and also serves on the Intergovernment and Utilities Committee. Susan currently is the President Pro Tem of Council.

Christine is currently serving her first term as Ward 4 Councilperson. She has been a resident of Green since 1999. She attended the University of Akron and received her Bachelor degree and Juris Doctorate. In addition to representing Ward 4 she is the Legal Director for the Summit County Sheriff's Office. On Council she serves as Chair of the Public Safety Committee, vice chairs the Rules and Personnel Committee and also serves on the Parks and Environment Committees. Christine is currently the President of Council.

Joel previously served as Council represnetative in Ward 2, from 2002-2005. A 1988 graduate from Green High School, Joel has lived in Green for over 20 years, and now resides on Aylesford Road with his wife Rebecca and daugters Corinne and Allison. Joel is self employed as an attorney, with offices in Akron and Mogadore. Joel is the chairman of the Planning, Community and Economic Development Committe, vice chair of the Finance Commiee and also serves as a member of the Public Safety Committee.

Bruce is serving his second 4 year term as an At-Large member of Council. He has lived in Green for over 10 years, is married and has two children. Bruce is a graduate of Jackson High School and has a Bachelor of Science degree in Biology from the University of Akron. Bruce serves as chair of the Parks and Environment Committee, vice chair of the Intergovernment and Utilities Committee, and also serves on the Planning Committee.

Serving her second 4 year term as an At-Large member of Council, Lynda is a long-time Green resident. She is a graduate of Akron St. Vincent's High School and received both her Bachelor & Master's degrees from The University of Akron. She is a former special education teacher currently working in sales and management. Lynda is the Chair for the Intergovernment and Utilities Committee, vice chair of the Planning Committee and also serves as a member of the Rules and Personnel Committee. Lynda currently is the Vice President of Council.

Clerk of Council
Council appoints the Clerk of Council, subject to the qualifications for a Council Member at-large pursuant to the Charter, and serves at the pleasure of Council. The Clerk of Council shall keep the Journal of Council, an accurate and complete record of all proceedings of Council (authenticated by the Clerk’s signature), have custody of all laws, ordinances, and resolutions of Council, have custody of all official documents, reports, papers, and files of Council, and performs other such duties as required by Council.


Molly Stevens, CMC

Clerk of Council

Molly has worked for the City of Green since 1993, first as the Law Director’s Secretary and now as the Clerk of Council. Molly has an associate's degree in Office Administration Technology from Stark Technical College and is a licensed Notary. Molly has earned the second sustaining level in the Master Municipal Clerks Academy. She is an active member of the Ohio Municipal Clerk’s Association, the International Institute of Municipal Clerk’s Association and is the President of the Tri-County Clerk’s Association.

Shelly Keller, Deputy Clerk of Council

Shelly has worked as a contracted employee with the City of Green since July 2006. At the September 25, 2007 Council Meeting Shelly was hired as the first Deputy Clerk for the City of Green. Shelly has a Bachelor of Arts degree in Communications from Walsh University.
